In a horrific incident, a toddler was mauled to death by a pack of stray dogs in Srikakulam district of Andhra Pradesh on Friday. The 18-month-old child was playing outside her residence in G Sigadam in Srikakulam district of Andhra Pradesh when she was attacked by the strays.

The girl child had received bleeding injuries in the attack and was immediately shifted to a local government hospital for treatment. The child succumbed to injuries while undergoing treatment.

Similar incidents of stray dog attacks have been reported in different parts of the country in last few days. Last week, an elderly man was mauled to death by a pack of stray dogs in Uttar Pradesh's Aligarh district. The incident took place at the campus of Aligarh Muslim University. The elderly man was attacked by stray dogs when he was roaming in the park.

Taking suo motu cognizance of the incident, the National Human Rights Commission (NHRC) had issued notices to chief secretary of Uttar Pradesh, the vice-chancellor of Aligarh Muslim University, and Aligarh municipal commissioner calling for a detailed report in the matter, within six weeks.

The Commission noted that there are constant conflicts arising between humans and unruly animals, and these are certainly rising in number with each passing day, and that is why it is necessary for the authorities to understand the gravity and seriousness of the issue, and to take effective action in the matter, without any delay.

The Supreme Court has also mentioned in its various pronouncements that there is no ambiguity that the rights to life and health of a person are inalienable rights. "Therefore, there is a need to protect the right to life of a human," the commission stated.
