The US is an oligarchy not an autocracy. Didn’t Putin (or Lavrov) say in September 2016 that the US is not «agreement-capable» after the US Air Force decided to veto the cease-fire just negotiated by Lavrov and Kerry by bombing well identified positions of the Syrian army?
