That tangent aside, I do wonder (because the article doesn't say) if the mine is active, what type it is, and what agreements and responsibilities the mine owners (or former owners) have to the state and the farmers. The soil that falls into the mine is technically retrievable, doesn't do the mine operators any good, and has to be removed anyway. You think they'd haul it out and give it back!
